SEEM Overview
Like any development effort, SEEM is based on the concept of a waterfall development model. While the waterfall model is essential for planning purposes, practical experience indicates that it is not effective for developing a product. Thus, SEEM utilizes a highly iterative process to ensure the development team has the opportunity to evolve the product over time and respond to changing requirements in a timely manner. Consequently, while development progresses down the "waterfall", knowledge gained by the experience is reflected back to previous steps where necessary in the form of progressive learning.
